Administrative organization

Longyearbyen Local Government is a two-level organizational model. Level one consists of the Chief Administrative Officer and two sector managers: Finance and Business Management, ICT and Shared Services, and Human Resources and Organization. Level two consists of staff and 11 performance units.

The Chief Administrative Officer is the senior administrative manager in Longyearbyen Local Government. The Chief Administrative Officer personally supervises the staff and the finance and human resources and organization departments. The two sector managers are responsible for supervising the departments within the technical sector and the education and culture sector, respectively.

The unit consists of a political secretariat, an emergency preparedness advisor, a communications advisor, and ICT.

The unit consists of a finance manager (unit manager), a financial advisor, a controller, an accounting manager, and a financial consultant.  

The finance unit is responsible for tasks such as preparing financial and action plans, budgets, accounts, case management, and assisting with procurement.

The unit provides support to the administrative manager and other units, and provides information, advice, and training to other units. The finance unit shall also participate in the further development and renewal of the organization as a whole.

The unit consists of a personnel manager (unit manager), personnel advisor, payroll manager, personnel consultant (payroll), archive manager, archive consultant, and information desk consultant.

The unit is responsible for the areas of personnel, payroll and payroll policy, HSE, archives, and operation of the information desk. The unit provides support to the administrative manager and other units, and provides advice, training, assistance, and general services both internally and externally within the organization. The unit shall also participate in the further development and renewal of the organization as a whole.

The unit consists of a planning manager (unit manager), two land use planners, two building permit administrators, and a GIS manager/geodata engineer. 

The unit is responsible for preparing and processing land use plans and building permits. In addition, the unit has overall responsibility for the Longyearbyen local government's plans and strategy for managing these, including the local community plan.

The unit consists of a property manager (unit manager), an operations engineer, three operations technicians, and two maintenance workers.

The unit is responsible for the management, operation, maintenance, and development of all properties owned by the Longyearbyen Local Authority. This amounts to a total of 35,600 m2, spread across approximately 180 buildings. Of this, approximately 21,000 m2 is service buildings. The remaining square meters are divided among approximately 150 residential units, which are rented out to employees of the Longyearbyen Local Authority.

The unit consists of a technical manager (unit manager), three operations engineers, an operations manager for waste collection, and three waste collection operators.

The unit operates roads, water, sewage, and waste collection for Longyearbyen. Roads, water, and sewage are operated in collaboration with FDV partners, while waste collection is operated by our own employees. The unit's areas of expertise include the operation of roads and footpaths/cycle paths, river dosing, snowmobile trails, the urban environment, public squares, the waste collection system and the recycling center, sewage management, drinking water supply, landfills, public parking spaces, and cemetery operations.

The unit consists of a fire chief (unit leader), fire captain, and assistant fire captain on a full-time basis, as well as part-time crews divided into five shifts.

The unit is responsible for Longyearbyen's fire and rescue service, and also carries out preventive activities such as fire inspections in and outside Longyearbyen, inspection and servicing of firefighting equipment, information and motivation initiatives, and fire prevention courses. The unit also has emergency response capabilities for acute pollution and is responsible for ambulance services on behalf of UNN.

The unit consists of a port manager (unit manager), an operations technician, and a traffic and safety manager. Longyearbyen Port largely purchases services to perform individual tasks that the port does not cover itself.

Longyearbyen Port Authority operates Longyearbyen Local Government's port operations and provides public port services. The port administration is responsible for day-to-day supervision in the Longyearbyen port district and shall ensure compliance with the Ports and Fairways Act and regulations, individual decisions and other decisions made in accordance with this Act.

The unit consists of a unit manager, child and family consultant, child welfare consultant, PP advisor, youth activities manager, and youth worker/club leader.

The Children and Youth Unit is a multidisciplinary unit with expertise in various aspects of child welfare and child protection. The unit aims to promote interdisciplinary cooperation, preventive measures, and health promotion initiatives.

Longyearbyen School has around 55 employees and consists of a principal (unit manager), department heads, teaching staff, assistants in both primary school and after-school programs, as well as administrative staff and environmental workers. 

Longyearbyen School is a combined primary and secondary school with students from grades 1 to 10. In addition, the school has a high school department and an after-school program.

When fully staffed, Polarflakken Kindergarten has approximately 16 full-time equivalents and consists of a kindergarten manager (unit manager), educational staff, and assistants. Due to varying numbers of children throughout the year, staffing varies according to need.

Polarflokken Nursery is a base nursery with 78 nursery places divided into 4 contact groups. The nursery has two bases, one for toddlers (1-2 years) and one for older children (3-6 years).

 Kullungen Kindergarten has approximately 12 full-time employees and consists of a kindergarten manager (unit manager), teaching staff, and assistants.

 The kindergarten is a departmental kindergarten with three departments and provides kindergarten services for children from the age of one until they start school.

The unit consists of the cultural director (unit manager), Longyearbyen Library, Longyearbyen Cultural Center, Nordover Art Center and Cinema, the Culture School, and Svalbardhallen. 

The unit is responsible for cultural, leisure, and sports activities in the Longyearbyen local government. The unit's goal is to facilitate voluntary cultural work and help create a range of activities that is as broad as possible in terms of age groups, interests, and needs.
